This is the flexible coupler in the steering column, in polyurethane.
The factory coupler is a rubber disc built to absorb noise. It also absorbs your steering inputs — a lot of the vagueness people blame on the rack is actually this part.
90 ShA polyurethane — the yellow SPORT compound. StrongFlex build this grade for tuned and lowered cars: the suspension gets noticeably stiffer, the geometry stops moving under load and the car holds its line when you push it.
Polyurethane takes the slop out of the column. The steering answers as soon as you move your hands.
